The scale
Five levels, and what each one means
A readiness score is only useful if it says something. Each band carries a published description of what an organization at that level actually looks like.
AI activity is individual and unmanaged. Foundations — direction, governance, data, skills — are largely absent. The immediate priority is establishing ownership and a first credible plan.
Intent is visible and early work has begun, but it depends on individuals and pilots rather than institutions. The priority is formalising ownership, governance and data foundations.
Structures exist and AI is used in parts of the organization. Practice is uneven and benefits are not consistently measured. The priority is consistency and measurement.
AI is governed, resourced and operating across core areas, with measured benefits. The priority is depth: scaling what works, closing residual gaps and strengthening assurance.
AI is embedded in operations and strategy, governed rigorously, measured continuously and delivering evidenced value. The priority is sustaining advantage and contributing standards to the wider ecosystem.

Who should participate
Anyone with an organization-wide view
The assessment spans strategy, governance, data, infrastructure, skills, adoption, partnerships and impact — so it is best completed by someone who can see across those functions: a director of digital transformation, a chief information or technology officer, a strategy or governance lead. Colleagues can join the same organization to contribute to future assessments.
It suits government ministries and authorities, state-owned entities, enterprises of any size, universities, healthcare providers and non-profits equally: it measures capability and governance, not specific technologies.
How your data is used
Confidential by default
Your individual responses are visible only to you, to colleagues in your organization on this platform, and to the index review team. They are never published and never sold. Permissions are enforced in the database itself, on the assumption that any interface can be bypassed.
